Documentum Composer Error

Why the below error happens while installing a documentum composer project into repository?

Caused by: DfException:: THREAD: ModalContext; MSG: [DM_EVENT_E_CANT_NOTIFY]error: "Could not send notification for event dm_policy_uninstalled for testingNew document/object."; ERRORCODE: 100; NEXT: DfException:: THREAD: ModalContext; MSG: [DM_USER_E_CANT_FIND_USER]error: "Cannot find user ****"; ERRORCODE: 100; NEXT: null

We are using Documentum 6.5 and documentum composer 6.5.
