What exactly are you asking? There is a section in the templating.cfg file and in the available_templates.cfg file that uses that syntax. You are very unclear about what you want.

templating.cfg uses no such syntax.

Ok so I was wrong - but templating.cfg does allow you to specify users - just in a different format.

what i was asking was that the code i had pasted, i have seen i documentation, in the user list there are some names mentioned,where do we make the entry for them.

That particular syntax comes from the IWHOME/local/config/wft/available_templates.cfg - which is used to control which users (and other constraints) can access which workflows.
