Can't spawn "cmd.exe"

Hi,
While generating a templated page using xslt (iwov_xslt) I get a error like this
XSL Error: Failed to process stylesheet!
XSL Warning: Unknown Exception

When i look in to the "iw-webd/logs/error.log" file, I find the eror below
[Wed Sep 24 12:47:05 2003] [error] [client 10.228.7.141] Can't spawn "cmd.exe": No error at C:\iw-home\iw-perl\site\5.00503\lib/TeamSite/PT/iwov_xslt.pm line 383.

If anybody has any idea on this one, please help me !
TS 5.5.2 SP 2 on Win 2000.
