Please provide more information.
What version of OpenDeploy (including patches, service packs)?
What platform(s) are involved?
Is there a firewall between the Base Server and the Admin Server? between the Admin Server and the Receiver?
You may need to zip / tar up the log files and post them as an attachment for anyone to assist you - but start with answering the questions above...

If this is a receive you are trying to connect to, did you what portions of OD did you install ? I have the same issue here & thought it was due to the fact that I only installed the receiver portion on the receiver.

You're only supposed to install the Receiver portion on the Receiver.
The Base Server gets installed on your source machine (usually TeamSite Server)
The AdminServer will often be installed on the same server as the Base Server, which as previously stated is usually the same as the TeamSite Server - and thus use TeamSite's OpenAPI Server.
Alternatively the AdminServer and OpenAPI (or Operations) Server can be installed [together] on any machine (you just don't want to install the OpenDeploy Operations Server on the same machine as TeamSite)
