handling links to files in portals

We are starting to integrate content management into our home grown portals, and are realizing that for this to be effective, our business users might need to make links in the middle of a paragraph of content , say to a pdf or an external site. external sites, not too big of a deal, but linking to files is a different story, mainly because we would have to look through the file first and see if there are any links to pdfs, then give it the appropriate link. just wondering how anyone else has handled links that are in the middle of a paragraph.
