error creating dcr's on new TeamSite server

I posted this on the Bit Bucket forum by mistake.

We're setting up a new TeamSite environment to use for testing. We install releases of our code (dct's, etc) into other environments using batch files to install them into a workarea on the Y:/ drive of the server in question.

On the new server, we've set up the branch structure and installed the dct's into the correct workarea. Both templating.cfg and iw.cfg have been updated.

When we try to create a new dcr, we get a templating error message. "An internal problem was encountered trying to create a requirements object for type assets/page."

Any ideas what is causing this? What I can do to fix this?
