Save Of DCR into database on ModifiedFSE event

We are upgrading from TS 5.0.1 to T.S 5.5.2. The existing system is set such that when a DCR is saved, ModifyFSE event is trapped and a java program is called to read the DCR and load the data from the DCR into the database and it works just fine in TS 5.0.1. But in TS 5.5.2 this functionality is not always working. ModifyFSE event is thrown only if you have got latest from staging or just created the DCR. In TS 5.5.2 the MidifiedFSE event is thrown only when the Modified flag on a file changes from FALSE to TRUE . So first time the DCR is modified, the flag changes to true and ModifiedFSE event is thrown. For any subsequent change to the DCR, this flag is still TRUE so no ModifiedFSE event is not thrown. Does anyone know a workaround to this?

how about setting up a trigger on a createFSE that looks just like the modifyFSE. That way if either event is triggered your app will run.
