JSP not modified

A DCR points to an HTML file. A user modifies the HTML and regenerates the JSP from the DCR.

Though the JSP, when viewed, shows the update made to the HTML's content, the system does not recognize that the JSP has been updated, and therefore the user cannot submit the JSP to Staging.

Shouldn't the JSP show as modified? Any idea what could cause this problem?

How are you regenerating the jsp:

File -> Generate Page?
File -> Regenerate Page?
iwgen?
iwregen?
iwpt_compile?
other...

Steps:
A change is made to a contnet chunk that is used within a DCR
The client opens the DCR in edit mode.
Save is selected
Generate is selected (at this point the iwgen is kicked off)
