Using SetOwner from a CGI Task

In my workflow I have a CGI Task called "Assign QA Reviewer" which displays a dropdown list of reviewer names. The user selects one of the reviewers from the list, clicks a "submit" button, and the CGI script then uses the WFtask function "SetOwner" to set the owner of a subsequent "Perform QA" user task to the reviewer which the user selected.
This works fine as long as the CGI Task owner and the subsequent user task owner are the same. But if the workflow loops back through the process a second time, such that the CGI Task owner and subsequent user task owner are different, the SetOwner does not work.
Any suggestions for how to make this work, that is, how to allow the CGI Task to change the owner of the subsequent user task even if the task owners are different?
If I use SetOwner in an External Task instead of in a CGI Task, would that work?

One thing that should work...make the CGI Task owner the owner of the workflow.
Of course, you need to think about other implications of doing that.

Only the owner of the user task and the owner of the workflow will be allowed to change the owner of the user task.
You could make the owner of the CGI task the same as the owner of the workflow. Be careful -- that will give that user complete control over the entire workflow.
Or, you could run the SetOwner() code in an external task owned by either of the above users. You'll need to find a way to communicate the CGI task user's selection to the external task. (A job variable would be a good way to do that.)
Or, there are probably other ways to accomplish what you want.
