VisualFormatter Custom Command

I am trying to write a custom command in VisualFormatter to pop up a new window. I have it working if I give it a URL for a known web site, but if I try to open an HTML page (doclinkpopup.htm) that I have created, I get the error:

Command doclinkpopup.htm not found in the command descriptors.

I suspect that I either have the .htm file in the wrong directory or it needs to be registered somewhere. Does anyone know?
