Sorting DBCS Characters

Hi,

We are developing templates to deploy across all countries in Asia Pacific region, In one we are required to provide an alphabetically sorted list of Topics, now I can do this for our English speaking users using PERL sort but how do I do this for our Japanese and Taiwanese friends who use DBCS characters, has anyone had experience doing this please.
