workflow newbie question

I'm thinking of creating a workflow with workflow builder:

Everytime 4 specific users submit changes from a specific branch, I want it to be approved by 1 of 3 other users (on a whoever gets to it first basis). For it to go to staging only 1 of the 3 need to approve it.

So the part that confuses me is if I need to filter the 4 users from some default submit that ts does? else how does it know what submit workflow takes precedence for the 4 users?

It isn't clear to me what you want the system to do if someone other than these four users submits changes in the branch. Do you want a different workflow to run, or do you want the same workflow but with a different approval process?

If you want different workflows to run, you can simply specify the four users in the available_templates.cfg.

If you want a different approval process, you can have an external task that looks at the workflow creator and selects one transition for these four users or a different transition for other users.
