In TeamSite 5.x, there is no supported way of doing this. I think I did it before with the following two lines of FormAPI code. DISCLAIMER: If you use this, it is highly likely to break upon upgrade. Use at your own risk!

I think it's either onSaveValid or onSaveDone that you'd want to capture the event and provide your own handler - since it's the default handler (I believe) that provides this message, if you provide your own you should be able to avoid it.

Note - I have not verified this.

I've searched the manuals and I can't find anything about using the Save form api's to disable the regeneration questions. Am I missing something.

I have also tried using onSave and onSaveValid and they don't seem to do anything as far as disabling the regeneration questions.

I'm not 100% sure this is the right thing - but I think it's actually the onClose event handler - as documented on p. 39 of the FormAPI manual for versions 6.0 and higher. Sorry if a previous comment led you in the wrong direction.
