Email not getting sent to approver

Problem: When we try to invoke an external task through workflow to send mails to approver by calling iw_solution_email.ipl.The workflow template doesn't seem to invoke the task to send mail

Software used:
Teamsite Version: 5.5.1 Build 11146 SYM Interwoven 20020829
Operating System: 2.03.0(1)-release (sparc-sun-solaris)

Process Details:

The steps involved during the workflow
1.Selection of type of workflow(Single,Multiple,Go Live)
2.When we select single or multiple.It asks the contributor to select the approvers.
3.The dcr is parsed to determine any html or images associated with it and is attached with workflow.
4.The dcr and the associated files are deployed to Staging.
5.This is followed by an email being sent to approvers by invoking iw_solution_email.ipl.
6.The workflow details for the dcr shows that the email are not being sent to approvers.
7.However when we perform the above process using workflow called GO LIVE.There is no selection of approvers.The content is deployed to Staging followed by OpenDeploy and DataDeploy to Weblogic environment(in our case).A confirmation email is sent to contributor using sendConfirmForLiveDCR.ipl which internally calls Mail::Mailer().This works fine.

1.bpt_content_approval_single.wft(Single Approver Workflow)
2.bpt_content_approval_live.wft(Without Approver)

Have you found anything in the log file? If you peek into the iw_solution_email.ipl script, you'll find this
section:

# The file used to caputure debugging output when $DEBUG is set.
# We put the file under iw-home/tmp. You can change
# it to another place, but make sure that the directory is writable.
my $debug_file = "$IWHOME/tmp/iw_solutions_debug.log";

The log might provide clues as to what's going on....
