Visual Annotate Woes

We have a couple of machines here in our workflow that are experiencing a problem when installing Visual Annotate.

After proceeding (and failing) with the install, any retries or reboot and reinstalls lead us only to another failure. Strange thing is, the install progress bar fills up to 100%, but the pop-up for closing and restarting IE (a VA install requirement) doesn't show up at all, and to top it off, the Show/Hide VA Button appears on IE's toolbar, but does absolutely nothing.

We figured it was installed, but it isn't. Other machines that work properly pop up a message that VA is already installed when your try to manually run the VA installer .cab file. The two machines in question, simply try to install it w/o knowledge of a prior install.

Cache, history, and IW-specific ActiveX controls have been cleared.

Any ideas?

What browser/OS are you using? Also, do the users who cannot successfully install VA have administrative privileges on their machines (i.e., can they write to the Windows registry)?
