Workflow Builder (WFB) is a GUI interface for developing workflow templates (WFT).
The benefit is that you get a graphic means for generating wfts for simple workflows.
The con is that as soon as you go beyond "simple" - you're basically going to be wasting more time trying to use WFB than you would if you just wrote the WFT by hand.
The one exception to this is that if you can use WFB to generate the *shell* (XML-structure) of a more complex WFT, and then do all the finesse work by hand.
As soon as you touch a WFB generated WFT by hand - you can pretty much forget about using WFB on that WFT anymore - as WFB will only work on WFB-only-generated WFTs.

If you are looking for a way to jump-start workflow development, you should probably look at the out-of the box workflows. They were introduced after 5.5.2. We recently did a devnet webcast on them. They are easy to modify, and are more extensible than the WFB workflows.
You can find the recording here:

Once you get to grips with workflows (if we ever do) you will see that WFB as ghoti said can only handle the simple things. It was extremely useful to me in the early days of doing workflows basically because of this saying, "A picture says a 1000 words". But once i wanted to do something slightly more complicated it quickly became useless to me.
One thing you may use it for if you don't have visio is to present your hand crafted workflow in pictorial form for business users. So when they come round and your trying to explain how a job travels round your workflow you have a picture to show them.
