submission of templated file in CC STD

Ok - this could be a *feauture*, but still I would like to ask:

When one sumbits a templated file in CC STD, the wizard launches the metadata capture screen - but only for the file, its corresponding DCR is missing. However, when one does edit-sumbit of the same file, both DCR and the file get fed to the wizard.

any ideas why it's inconsistent? or it's by design, and if so, why?
