TS Admin error

On the TS Admin Server, when I click on Configuration>>Access>>Edit roles, lookup any user, make changes and then Click on "Apply", I am receiving the following error -

Error: 500
Location: /iw/tsadmin/editroles
Internal Servlet Error:

com.interwoven.api.access.IWPolicedMixin$OpDeniedException: Operation "removeRole" is not permitted.

I am able to perform other Admin functions like reset server etc.
