Yes - but unclear if it's worth it. It's primarily designed to work with transferring DCR content and/or TeamSite metadata (EA's) from TeamSite to a DB - but you can use it for transferring data in XML format to a DB too - in which case TeamSite need not be involved.
However, If you're not using TeamSite DCRs and/or EAs, you can probably code what you want to do with something like Perl:
BI or an equivalent in other programming languages just as well (if not better).
DAS (database autosynchronization) I beleive only applies to using DD with TS.

A subset of DD functionality is available without TeamSite. Obviously, you can't use DD to deploy TeamSite metadata or data capture templates if you don't have TeamSite, but you can still use it to deploy XML data into a database, for instance. DAS is also not available without TeamSite, of course.
The product documentation contanis a matrix showing what the supported deployment sources and targets are.

What is your plan?
We're using it here to deploy some xml files into a database. Turned out to be faster than just writing some perl stuff.
