Problem with German Characters

We are having a problem with a Teamsite template that generates a feedback form .asp page that sends e-mail. We are trying
to implement this existing form (that has always been in English) into German. The template has a list of fields that can be selected
for the form and a replicant where up to 40 questions can be entered. We can enter the question text with the German special characters
either via the uml; encoding or via the keyboard. The generated page shows up fine with the German characters, but the e-mail
that is received as a result of a user filling out the form online shows the German characters as corrupted.
I looked at the code in the generated page and saw that when the field is taken from the DCR and generated into an .asp variable by the
tpl it is corrupted. When I replace this corrupted code by the correct German text the e-mail is fine. So, my thinking is that the translation
from DCR field to .asp variable is problematic. For example:
One of the DCR questions contains the value:
Ich möchte Informationen per Post erhalten.
The PT code that takes the DCR field and appends it to the e-mail is:
<![CDATA[<%EmailBody = EmailBody & "[Question" & questionCount + 1 & ":" & "{iw_value name='q.Question'}" & "]" & Chr(13) %>]]>
When that DCR field goes thru that PT code, the generated .asp code shows:
<%EmailBody = EmailBody & "[Question" & questionCount + 1 & ":" & "Ich möchte Informationen per Post erhalten." & "]" & Chr(13) %>
And the subsequent e-mail that is received contains the corrupted: "Ich möchte Informationen per Post erhalten" value instead of
the initially displayed "Ich möchte Informationen per Post erhalten." value
We have tried using both utf-8 encoding and ISO-8859-1 encoding.
Any help would be greatly appreciated.

Looking at your example, my first thought was that the file was created with a UTF-8 encoding, but displayed in an editor as ISO8859-1. A couple of options:
1. I know you mentioned you tried creating the asp file in both UTF-8 and ISO8859-1. Make sure that this was the case- that the file you created in ISO8859-1 was indeed encoded in ISO8859-1.
2. Is there a way to tell IIS the encoding of the strings in an asp page? When the ASP engine parses the file, be sure that it is doing this in the same encoding as the file.

don't know if you still have the problem.
we had the same problem with JSP-pages and we have to start our application-server the a parameter for german language.
you also can check the generated asp-page, if in the code the german characters are displayed correct. if so there is no problem in teamsite generation.

The characters in the .asp code are displayed incorrectly. If I edit the generated .asp code and replace the corrupted characters with the characters as they display in the browser, the e-mail that is sent shows the correct German characters.

there is also a config file in IWHOME/local/config called file_encoding.cfg where you can set the ISO-8859-1. maybe that hepls you.

I solved the problem via the <%@ LANGUAGE = VBScript CODEPAGE=65001%> command at the top of the page. So, yes I had to tell IIS that the
page was utf-8. Thanks.
