drop down list does not appear

Hi,
In the opendeploy GUI, I am unable to see the configuration files in the "Configurations"->"View Configuration" option. Please help.

That usually means you logged in as an od-user who is not authorized to access any deployments on the selected OD server.

I have my userid in od-admin.uid. Also I am logged in as od-admin. All the xml conf files also have proper permissions.
Still I cannot see the it in the admin UI. I cannot even create a NEW configuration through the UI.

You need to login as the bootstrap administrator and assign access rights to the users who you've entered into those role files.
Being in the role files is only sufficient to let you login to the GUI with those roles - it doesn't automatically provide you access to all the features and functionality of the Base Server though.
You didn't indicate what version of OD you're using - so I'll use the 5.6 manuals as reference.
Administrator's Guide, p. 64:
First Time Login Using Bootstrap
When OpenDeploy is first installed on a server, you must log in as the bootstrap administrator to gain full administrator access. If you have not configured a bootstrap administrator yet, you must do so before you can log in. Refer to “Configuring the Bootstrap Administrator” on page 51 in the OpenDeploy Installation and Reference Guide for more information. After you have logged on as the bootstrap administrator, you need to verify and add your OpenDeploy server host to the list of OpenDeploy hosts that are accessible by the administration server. See “Adding OpenDeploy Hosts” on page 65 for more information.

bootstrap administratorThe initial Administrator role user identity used to assign the Administrator role to other individuals.
Installation and Reference Guide, p. 51:
Configuring the Bootstrap AdministratorWhen you first log into OpenDeploy, you must do so as the bootstrap administrator. As the bootstrap administrator, you can start performing role access management by assigning OpenDeploy Administrator and User roles to the appropriate individuals who require access to the OpenDeploy server.

we had a similar issue configuring other users for the GUI...fixed it by "user access" section in the left pane of the GUI and adding the user to all of the options (roles, server, and deployment) if they werent added they didnt see any deployments in the drop down
