Changing Workflow Path once it's started

Greetings,
I have a workflow with 4 tasks
1 is iser task
2 is CGI task
3 is user task (optional)
4 is external task (email )
CGI task is task where a User has an option to set the owner for the Task 3. As CGI makes callback now, Task 3 should be active now for the user chosen in CGI task. Is this possible? If yes, how? If CGI task is not a valid solution, please let me know another solution.
Or is possible to throw a Job Instantiation screen at task 3 again using nested workflow or any other means?

Yes it's possible to have the cgitask [re-]set the owner of the usertask (using TeamSite::WFtask methods) prior to transitioning to the usertask.
To make it a versatile function - use a task-level variable on the cgitask that is set to the name of the usertask you want to re-set the owner on.
The cgitask can then prompt for the user to assign to be the owner of the usertask, then use that information along with the value of the task-level variable and the TeamSite::WFtask:
etOwner() function to do what you need done, and then use the callback() value to transition (either to the usertask or to the externaltask)
