Customizing CC standard wizards

We need to customize the content center standard wizards for submit and import.
In the submit and import wizard, the first page shows the options of "Next Action" and "Attach". Where are the options of "Submit", "Submit Work in Progress" and "Keep as Work in Progress" for the Action dropdown picked up from? Instead of this can we show the list of workflows configured in available-templates.cfg? We also want to capture the metadata first before selecting the action to be taken. Please suggest if this can be done. And if yes, what config files should be changed?

This cannot be done with any of the 6.x versions yet. I had hoped 6.5 would include some basic customizing capability, but I'm sure engineering a solution for this isn't that easy. I believe there are a few feature requests concerning this.

55882 is one of them. The specifics on it are:
1) Disabling of wizards specifically next action and add to favourite steps everytime content is edited or uploaded. Default to keep work in progress when already within workflow.
2) While allowing for removal of above steps, allow metadata capture with file update/creation or upload as is able to be done now
3) CC Standard to allow selection of files in "my modified files" as opposed to entry into anither wizard to select them before kicking off a workflow through submit. Ability to select multiple modified files and kick off workflow from CC Standard interface.
If those are things that are also needed by you, please contact support and have your company added to FR 55882.

I have a similar request, but maybe someone knows how this can be done already:
In CC Std:
If the user works with forms, the wizards are pretty good about giving the option to have a workflow start the publish workflow (which includes a submit step.)
If the user just wants to import a pdf doc and publish the doc, I haven't found a way to do this...they would need to start a job with a form, then attach an existing (or modified) file. How can I have the user start a job that publishes the pdf doc only after the import? Or even if they've only submitted it, how can the user pick that pdf doc and run a workflow with it?
