Is there a set of "best practices" in retrieving a file from an Edition into the Workarea? Would you have to resubmit the DCR and HTML when you Generate the file?

Retrieving a specific version of a file from an edition is generally done via the GUI by selecting the file and then doing View History - from there, you find the version you're interested in and click on the Revert button.
If the file you are retrieving is a DCR - then yes, you will probably want to re-generate the files from it and then submit the DCR and all of its generated files, and then, deploy the generated files as per your organizations processes.
If the file you are retrieving is a generated file - then you should probably not be doing so - you should be retrieving the DCR. However - having said that, if the DCT or PTs related to the DCR / generated file have changed since that edition from whence you are retriving the file -- then you have to determine whether or not you need to revert the DCT (in order to properly edit that DCR - but it will mess up anybody who's trying to edit a current DCR of the same data-type which is expecting the newer DCT) and/or whether to revert the PTs (which again might mess up anybody who's trying to generated files with the newer PTs). In that circumstance it becomes a much trickier situation.
All of this, of course, depends somewhat on WHY you are trying to retrieve an older file - and WHAT you want to do with it.
