using an inline commmand we can include a ffile or execute some command
a callout allows us to call a program and opens it up in a popup wiondow. To get the values back to the dcr we need to send a callback

An inline is processed automatically at the time that a DCT is rendered for editing as a means of including aspects of the DCT programmatically (this might be values for fields, selection choices for fields, or even entire field definitions) - and must return it's output as XML in a prescribed format
A callout is a user-interactive CGI program that relies on the user clicking a button to activate it - and is usually used to fill in (or provide choices for filling in) one or more fields in the DCT form.
