Are you 100% sure the generate is actually happening and that you aren't actually looking at the old file? Is the "last modified" on the file what you would expect it to be? As others have pointed out, this is usually a browser cache problem, but if you are sure it isn't, the next thing to verify is that the generation is actually happening.
Jeremy
When you said you set the caching value in IIS to 1 did you mean you had performed the steps in the following link
http://devnet.interwoven.com/site.fcgi/techlib/048906
?
That is the support article on caching.
I have had the same problems as you but once I have done the steps in the article it all works fine.
HTH.

You are dead right Rob, it is actually not generating the file. what I was doing was trying to overwrite the file but when I tried to save it with new name just
white screen pops up. No file is being generated, actually it is not picking .tpl file but when I delete the tpl file in presentation folder, it says that presentation
template is required. please help thanx in advance. while putting 1 in IIS server I have followed all the steps

Could be a permissions issue, but I would have thought you would get a sensible error message if it was. Are you logged in as the user who owns the workarea? or as a userid who is a member of the group for sharing? What role are you logged in as? Have you verified that the permissions at the filesystem level are what you would expect. Can you manually create a file (File > New File) in the same directory where you were trying to generate the file?
cheeku
Rob, I have seen permessions etc-2. Everything is fine. I am also able to create the new file in that area even I can edit and save the same.
it is not being generated through generate button, I think the part which helps to link DCR with tpl is giving problem.

Is everything correct in your templating.cfg file? Maybe you can post a snippet of templating.cfg with that section in it?
Migrateduser
What happens if you do an iwpt_compile.ipl from the command line and generate the file in its target location that way?
cheeku
Seems evrything correct with templating.cfg. I have checked it, if you are still intrested I can send you the snippet, but then which part of templating.cfg
