Email some DCR's

Our CC's want to be able to have a workflow add some files to an email from a workarea and send them out. Is this possible? How? The user doesn not have access to TeamSite.

Yes, it is possible to create email attachments from a workflow process.
However, I don't believe that Mail::Mailer (the module used for iwsend_mail.ipl) supports attachments.
