Web Content Retention

We are starting a web content retention project. In our environment, different types of content must be retained for different time intervals. We didn't plan for this 5 years ago when we started using TeamSite, so our editions contain a mixture of retention requirements. For example, within one of our editions we would have documents that need to retained for 3 years; and others that need to be retained for 10 years.

After we have classified the various documents within our environment, we must then develop an actual retention system.

So far, we have identified the following 2 options:
1) Restructure the existing content (and old editions) to meet the retention requirements; keep all of the content within TeamSite.
2) Remove editions at the minimum duration, and save other documents in a system external to TeamSite.

We contacted our sales representative about Interwoven's new product addition, but it appears that the record retention product is an add-on to Interwoven's document management system. My company already has too many document management tools in place, so that option is not being considered.

I am wondering if anyone has undergone a similar project; and what tips they could offer.
Also, does anyone know of any good resources to help in planning a web content retention system?
