From the limited info. this looks like maybe your port or something is incorrect or used by something else and can't be connected to. Generally this causes timeouts. More info. on how your are using Datadeploy (with DAS?, standalone?, 3-tier?, etc.) would help. Some configuration files for a setting such as this are the ddserver.cfg.default and database.xml file located under $datadeployhome/conf
