submit multiple files
System
We are trying to customize our workflow in order to change our submit to staging process for one department. Is there any way to allow Teamsite users to select only one file but actually send/attach multiple files with it everytime they hit on submit using Workflow??

yes, there is a way. However, because you did not provide any rules that would govern this process, I cannot elaborate any further.

There are no rules as such the only thing I want is to always add/attach two html files (index1.html n index 2.html) within the form, so that once user hit submit , these files always gets submitted to staging which does not have any dcr attached to them. So I have tried giving the whole path of the file in reference to the actual Teamsite location something like
my $efile = "Y:\\default\\main\\Internet\\Creation\\WORKAREA\\shared\\HR\\html\\index.htm"; and then inserting this string value with submit job in the worlflow. But it does not work?? Do I have to add something in the ipl file (Interwoven's iw-send email) which I am using to send emails.
Thanks

you'd need to attach these files to a workflow.
you might hardcode this into your WFT file. Or, just write an external task. It will have to use TeamSite::WFtask. and its method AddFile.

1) When adding files to a task - the path you provide for the file to be added should be relative to the areavpath of the task
2) Following along the lines of the above, you cannot add a file from one areavpath to a task with a different areavpath
So - in your case, if the arevpath of the task you are trying to add "HR/html/index.htm" to is *not* /default/main/Internet/Creation/WORKAREA/shared - then it won't work.
If that is the areavpath of the task - then your $task->AddFile() command should only need the path "/HR/html/index.htm" unless the task has been declared read-only and/or unless the user owning the task process does not have appropriate access rights to the areavpath associated with the task.
