You are going to need more details than just what you asked.

There could be more than ways to accompalish this. This totally depends on how Peoplesoft portal expects the content which will be published on to the Portal. What else are you expecting by publishing content on to the Portal? Do you wish to harvest the TeamSite Metadata? File Properties... etc.. etc..
