Not sure what you mean by this. Required for inline does not make sense. <inline> tag is used to specify a command to be executed prior to loading the DCR - there is no user interaction.
What are you trying to achieve ?

Typically you put the required attribute in whatever element you are trying to populate. For example, the text field below is a required field but it will be populated by an inline command.

<label>Publish Date</label>
<text required="t">
<inline command = 'C:\\iw-home\\iw-perl\\bin\\iwperl C:\\iw-home\\local\\bin\\format_date.ipl'/>
</text>
</item>
With this functionality, the command will be executed the first time the DCR is created and populate the Publish Date text field. Once populated, I believe that the command will not execute again (such as when the DCR is reopened for editing).
Are you asking if you can have an inline command executed every time the DCR is opened? I think you would have to use <callout> and have a button for that functionality.

Actually, inlines *are* executed every time a DCT loads, both for new DCRs and existing. Typically, though, your inline is returning a default value for the field. Thus, if an existing DCR has content in that field, you will not see the results of the inline.

I stand corrected.
So if you are not returning the <default> tags around your desired value within the <substitution>, it should overwrite the value for the text field.
