Failure building webapp in 6.1

System

When attempting to follow the new 6.1 instructions for building the Web App after making customizations, while running the make_toolkit.ipl file, I get the following output:

Why am I getting this error? The make_toolkit.ipl file is commented so poorly, I have no clue what it is attempting to do at this point.

Smitty,

Did this machine get upgraded from 6.0? I think I experienced a similar issue and had to change the toolkits.xml file to point to the correct location. Refer to p.105 on the UICG if so.
