Seems like a bug in your precontroller, can you get a complete stack trace ?

To be specific, it looks like your VerbalizationPreController does not define a method signature that is exactly

public ForwardAction setConditionCookies(RequestContext context) {

}

..or you have a typo in the site/page where you registered this controller.
