How can we get .page file from within Livesite Controllers or external as Document Object ? Can we ?

There's no supported way. The XML of a page file is technically not part of the spec, and is subject to change without notice.

That said, ExternalUtils.readXmlDocument(context, "sites/MySite/hello.page") would work..

What are you trying to do? Maybe there's a better way.
