Chart has unwanted scrollbar

I am making a new set of reports and something that I have never seen before happened.

The chart is rendered fine. apart from that it has scroll bars around it, like it is in a space that it is too big for (see attached example).

I am using the new all in one designer (birt 2.3).

How can I remove the scrollbars?
They are present whatever size i make the chart. The chart is in points (500x270).

The cause of the problem:

Charts rendered as SVG & Firefox3 (why is this my bain in everything). Eclipse seems like it uses ff3 (or the new gecko engine) to render previews. Not sure if ie is used in Windows. It would be nice to know.

The solution:

Opera handles the SVGs great. use it instead for the previews.
OR
Change the chart to output as a png (the crispness will suffer).
