The iServer Express does allow for open security, but does limit to a single volume. The iServer Express is a lighter weight implementation of the enterprise class Actuate iServer. The core differences between the iServer and the iServer Express are:

iServer Express allows for a single volume (internal DB) for managing report designs and output.
iServer Express support Information Objects and EII, but caching of Information Objects is reserved for the iServer.
iServer Express is pre-configured to support up to ten report activities per second (run, view, page, interact).
iServer Express can execute one batch report at a time.
iServer Express runs only BIRT and e.Spreadsheet reports.
iServer Express is supported on Window and Linux. iServer is supported on these plus AIX, Solaris, and HP-UX.
iServer Express does not support clustering, failover, or advanced tuning and configuration

To be clear, the iPortal is the end user interface for browsing, scheduing, running, and viewing reports that are in the iServer or iServer Express.
