BIRT PDF report size and background image

When using background image, the PDF file size grows when there are more pages.

For example, I put a 1MB background image in the Master page. If the PDF report has only 1 page, it's about 1MB; if it has N page, it becomes N*1MB.

Is there a way to reduce the PDF file size in this case?
The image on all pages is the same one.
