Table Group Drop - rogue cells

We're facing this interesting problem with table groups that use the drop property. They appear great in HTML, but in Excel there are these extra cells floating at the top that push all the details down several rows. What we want is for all grouped items to align at the top and span down the appropriate rows.

If there's a better way to approach this?

Run the attached report design file from the BIRT Report Designer into an Excel Spreadsheet (Run>View Report>As XLS) and note the blank spaces peppered throughout the report. Now run the same report as HTML (or just view it) and notice the blank spaces are not there. Looks fine in HTML, but is adding unwanted cells to the Excel output.

We're upgrading to BIRT 2.5.2 from 2.2.1. This problem appears in both versions.
