Difference between Birt Viewer and Actuate Viewer?

Is there a big difference between the Birt Viewer and Actuate Viewer? I am not referring to the Interactive Viewer.
Is there any appreciable difference in ability to scale or quality between the two?

Thanks Jason, Is there any reason to use the Actuate Viewer instead of the free Viewer if we do not need the extra components? Is the free Viewer any lesser in quality regarding the amount of testing it has gone through or it's ability to handle large data sets?<br />
