Hi Titou,
It is sort of a reserved property for a future enhancement. Each portlet has the ability to be used multiple times on a given canvas, if you notice with the property set to "0", when you drag a portlet out of the dock, it's icon dissappears from the dock. If you set the property to a higher number, this establishes how many permutations of the portlet you can drop onto the canvas before it is no longer available on the dock. The future enhancement that would take advantage of this property would be to allow each permutation of a portlet to be run for a different parameter.
