Using Themes-Styles in Eclipse BIRT Report

We observed below issues upon using Themes-Styles to Eclipse BIRT reports.

1. Saving the styles as .css file works well when the file is applied on a report element for the first time. But reuse of the .css file (after making changes in the properties) for the same report element doesn?t gets reflected properly in the report element. This behavior occurs in an irregular pattern. Here we maintained a separate CSS file in the workspace and imported it for use.
2. Creating styles under themes directly in the library and using apply to report option also gets applied to only fewer elements and results in a weird behaviour.

So let us know if you any one of you had experienced similar problems and know the solution.
