Display report based on user login locale?

Hi,
Need help with this. Thanks in advance!
I'm using MAXIMO 7.1.1.5, BIRT 2.3.2.
I need to display the report in Chinese when user login MAXIMO in Chinese and display in English when user login in English.
I've created both the ****.properties and ****_zht.properties files. The report displays the correct language in BIRT viewer when I defined either ****.properties or ****_zht.properties in the Resource File attribute.
The problem I face is when I import the report and run in MAXIMO.
I zipped both ****_zht.properties and ****.properties and imported it as the Resource File when I import the report into MAXIMO using Report Administration. When I run the report, the report will only display in English ('cos I defined ****.properties in the Resource File attribute in BIRT viewer) regardless of which language the user login to.
Need some advise. Did I missed out some steps?? Do I need to define the report.xml??

I created a new reports.xml based on the existing reports.xml (i.e. did not add-on to the existing reports.xml)<br />

Do I need to import twice, each time at each locale?? I zipped the reports.xml, ****.properties and ****_zht.properties and import in the report dialog. The .rptdesign's Resource is indicated as **** and reports.xml is also indicated as ****.properties only. Should I add on ****_zht in both the .rptdesign and reports.xml and import in the chinese locale?<br />
