Actuate BIRT Designer Professional

Hi all
I have a version of Actuate BIRT designer Professional, I'm doing some test with a localization features to test English and Spanish conversions.

In the Actuate version is not working properly whereas in the open source it does

I have three files named as follow
test_en.properties
test_es.properties and
test.properties

In both versions I go windows->preferences->report design->preview and change the language.

Actuate version is looking always for test_en.properties
Open version looks for the right one depending on the language

I'm running it in windows 7

Actuate version is a demo version , wondering if that is the problem

What version of the open source are you using? The current version of Actuate 11 uses BIRT 2.6.2.

Open source is 3.7 
I use to have 2.6.2 and the feature I'm describing was working ok.
