How to create a .css file in BIRT

i would like to create a separate .css file and include styles that are used across all the reports that i develop. How can i create style sheet in BIRT.Please explain.

Create a blank text file, and name it whatever.css. Save it in the resource folder for your workspace. This is set in Window/Properties/Report Design/Resources. Then you just include it in a template or library. You would format it similar to a standard CSS file.

How to create a library and where to create a library. how can i use that library across all the reports.Please explain.
