Reorientating (& repeating) a table header row

Rather than have the report header row for a table run horizontally across the report I need it to run down the left hand side of the report and repeat itself for each data row. Please see attachment. Is it possible to do something like this in BIRT?

Stuart, I'm doing that (for safety incident reporting also).

There is a blog post somewhere on doing this in a crosstab, but I found the best results by using a grid inside a table detail row.
