New location for VFE config files?

We upgraded our development machine from 5.5.2 sp3 to 6.5. I've come across an interesting discovery: It appears that the location of the visualformatconfig.xml has moved up one level, to <iw-home>/httpd//iw, instead of <iw-home>/httpd/iw/config.

Does this mean that we need to update all our our textarea attributes to now use the config/visualformatconfig_custom.xml file, reflecting the new path? In other words, do we have to go back and precede each entry the "config/"? Why would the location change? Does anyone know if there's another config file that specifies this location?

Also, what's the difference between the <iw-home>/httpd/iw/visualformatconfig.xml file and the <iw-home>/httpd/iw/ewebeditpro20/config.xml file?
