Windows 2003 Copy To... permissions not correct

I have a branch that was created with an OS group call it Ajuba and has content populated. I create a new branch and workarea, shared with a TS group called NewGroup.
I select everything in a shared workarea under Ajuba and copy to a shared workarea under NewGroup. I setup submit.cfg to set the group=NewGroup in the target branch.
Upon execution of the copy and submission of the files, according to the TS UI Properties on the contents of the workarea, the Group is NewGroup. However, from windows explorer, if I look at the Security on the files under Y:, the iwglobal group is not listed, but rather Ajuba is.
Is this normal?

Does not seem to be. I justed debugged a permissions issue yesterday on Win2003 and 6.5. My submit.cfg and windows explorer were both correct.
Try iwtestcfg and verify submit.cfg is correct. Otherwise go back to Unix.

I did run iwcfgtest and it shows group=NewGroup when I give it a file or directory in that target workarea. Do I need to add specific ACL values as well as the group name?
