Could anyone advise if it is possible to take a snap-shot of a production environment and reproduce it into the lower environments (minus content)?

Yes, you can take snap-shot (or clone) PROD VM image to lower environment. Can you do this minus content? Only if you have your custom content aggregated into different filestore than the default filestore (ie filestore01), This is due to the fact that Content Server creates various system objects that have "content" when the repository is created and the CS may not work properly if you dont copy that content down to lower environment.
