What is the Encoding Type of Meta Data XML Record

Hi,
can any one clarify me the what is the encoding followed by meta data xml record?

If it is
can any body help me in how to handle special characters using processors other than these five characters(<, >, ', ", &).

It's UTF-8. As far as handling XML special characters, there are tons of ways. Best references are
http://www.w3.org/TR/2004/REC-xml-20040204/#syntax
and CPAN.
